The levels of management qualifications have recently been changed by the government (the Qualifications and Curriculum Authority) in order to bring all the awarding bodies into line, so an old level 4 is now a level 5. To add to the confusion, Certificates and Diplomas are now defined by their length not their level, so you can have Certificates at level 3 5 or 7, and the same for a Diploma.
